About Cadre
Cadre is a professional consultancy providing turn-key planning, urban management and development services. The group comprises two registered companies — Cadre Plan (Pty) Ltd and Cadre Connect (Pty) Ltd — covering planning and implementation, with Cadre Econ operating as the group's development economics business unit. The firm is based in Pretoria and has been operating since 2015.
Management consultants with a spatial understanding.
Most management consultancies cannot read a cadastre. Most planning firms cannot build an investment case. Cadre does both — which is why clients bring the firm their hardest problems: municipalities that need credible spatial direction, agencies that need policy grounded in reality, and investors that need certainty about land, rights and feasibility.
Field-verified land use data, at municipal scale.
The firm's audits have established the land use of 723 522 land parcels across ten municipal areas to date — audited on site, parcel by parcel. That verified data is the foundation of everything that follows: land use schemes, credible valuation rolls, Cadre DVA, and municipal revenue analytics that turn data errors into recovered revenue.
From statutory work to strategy and design.
Cadre began with statutory planning in-house, but today concentrates on the strategic and policy side of planning, and increasingly on precinct planning and urban design — the work that shapes what should happen on the ground. Statutory applications are now led by partner consultancies: through Property Matrix, Cadre has partnered with 27 planning consultancies nationwide, with the partners leading the statutory work while Cadre plays a supporting and guiding role.
Evidence-led, implementation-focused.
The firm mobilises senior planners, development economists, urban designers and business development experts into teams shaped around each appointment. Work is evidence-led — audits, data and fieldwork before frameworks and plans — and every deliverable is built to be used, not shelved.
Cadre de la ville — the framework of the city.
Cadre was established in 1994, in association with Cadastral Computing — the firm of Eddie Minny, Reinier Minny's father, who draughted and calculated the majority of erven in South Africa between 1971 and 1990. The line from there to here is direct: Cadre's work still starts with the cadastre. Two generations, the same discipline.
The practice traded as Cadre Plan from 1996 to 2001, doing substantial work for Pretoria, Benoni and the East Rand, before winding down when founder Reinier Minny moved into local government. The current firm was established in 2015 — carrying forward a first-hand understanding of what it takes to get an application through.
